The Arizona Legislature passed S1557 this year that requires a random sample of voting precincts to be hand counted after elections. Pursuant to A.R.S. §16-602, the secretary of state is to appoint seven members of the Vote Count Verification Committee, to designate the margins used in reviewing the hand count and to set the acceptable variance rate between the machine and hand counts.
Secretary of State Jan Brewer has appointed the following individuals to serve on the committee:
William Lewis: founding chairman of the Computer Science Department at Arizona State University and former chief information officer of ASU for 14 years.
Elliott D. Pollack: president of Elliott D. Pollack and Company. Mr. Pollack is a respected local, state, and national economics expert.
Richard T. Snodgrass: professor at the University of Arizona, Department of Computer Science and editor-in-chief of ACM Transactions on Database Systems (a scholarly journal).
John D. Stewart: information systems consultant with Maricopa County Department of Elections.
Lynn A. Constabile: elections director, Yavapai County Department of Elections. Ms. Constable previously served as a computer assistance specialist and records technician with Yavapai County.
Michael Totherow:Arizona Department of Administration, chief technology officer. Mr. Totherow also serves as the telecommunications program office director with ADOA.
Christopher M. Bradley: deputy budget director, Maricopa County. Since 1996, Mr. Bradley has extensive experience is forecast models and statistical analysis in handling a $2 billion county budget.
