Motion picture production companies may voluntarily submit to an audit of production costs and operational requirements to ensure they meet the qualifications for the motion picture tax credit. If the audit determines the qualifications are met, the credit is not subject to recapture. Companies may voluntarily relinquish unused credit amounts if they have not met initial spending requirements. Companies who do not start production and do not relinquish unused credits, the company and its officers are disqualified from receiving the tax credit for 3 years. 5% of the maximum amount of motion picture tax credits in each year is reserved for production of commercials and music videos. The Department of Homeland Security is required to develop plans for emergency evacuation, transport and shelter for service animals and household pets, including an identification system so that pet owners and pets that are separated may be reunified. The Department must also publish a guide for pet owners to assist them in forming their own emergency plans. Beginning in tax year 2008, a person may deduct the total amount donated to charitable organizations, instead of only the amount above their deduction in 1996 or whatever year after 1996 they took their first deduction. Equalization funding for persons in the custody of the Department of Corrections is based on daily attendance for at least 3 hours and 45 minutes instead of 3 hours. A new formula, based on the property tax levies of the district, is established to calculate part of the reimbursement cost for students from outside a community college district. Employers in Arizona must comply with employment security, worker’s compensation, and income tax withholding laws regardless of their method of paying employees. Employers must also complete employment verification forms (I-9 forms). Violators may be subject to a civil penalty. A second violation is a class 3 misdemeanor and conviction may include a penalty of license suspension.
