The types of credit history information that insurers cannot use to calculate an insurance score or the cost of premiums is expanded to include the amount of outstanding debt in relation to available credit, the number of credit inquiries made by the consumer, and factors related to employment status such as self-employment or disability. Property and casualty insurers must offer individuals the best rate available in the area for the first policy term, based on the insurance score assuming the individual has the best credit score possible. The reduction in income tax rates for the highest income brackets (scheduled to be implemented beginning on Jan 1, 2007, are rolled back to the rates in effect for calendar 2006.
