The Mohave County Board of Supervisors will hold a public hearing during its regular July 23 meeting in Kingman concerning a proposed county jail facility.
The estimated 266,000-square-foot correctional facility is to be built just south of the county Administration Building in Kingman.
According to Procurement Manager Travis Lingenfelter, the jail will be built in a “design, build, finance” manner, like the Administration Building, to keep the construction and financing costs low and “to enable fast-track delivery of the project.” The county’s total estimated project range is $48 million to $65 million, of which alternate financing will play a significant role. The total financing costs are projected to be no more than six percent per year of the negotiated guaranteed maximum price.
“The public hearing on July 23 is to present information available at that time to the board and to allow the public to give oral comments before the board,” Lingenfelter said. “We will be accepting comments, either mailed or electronically, that will become part of the record prior to the August 20 meeting when the board will vote on adopting a resolution.”

“By the time the July 23 public hearing takes place, the appointed selection committee will have its recommendations identifying the highest rated development team at which time their proposal may be subject to negotiations to iron out minor details,” he said.
The three firms on the short list are: Mohave Correctional Development Partners out of Sherman Oaks, Calif.; Faulkner USA of Austin, Texas; and Garfield Traub Development of Dallas, Texas.
The county received preliminary technical proposals from the three short-listed development teams on May 30, Lingenfelter said. The selection committee is made up of one member of the County Manager’s Office, the Finance Department, the Public Works Department, the Sheriff’s Office and a senior public builder from a private construction company within the county, as required by state law. “I act as the facilitator of the procurement process,” he said.
“During the public hearing, staff will present the information and answer any questions from the board,” he said. “Finance Director John Timko will also be there to answer any questions specifically regarding the proposed financial transaction.”
