Secretary of State to oppose Clean Elections rules in person

Secretary of State Michele Reagan plans to bring her opposition to a new reporting rule for campaign spending directly to the Arizona Citizens Clean Elections Commission.

Reagan is set to address the commission at its meeting today and will push her argument that the proposal usurps her authority as the state’s top elections officer.

The commission voted unanimously in May to advance updated reporting rules for so-called “dark money” groups.

The rules are opposed by the state’s major Chamber of Commerce group. But many citizens who submitted comments to the commission back the rules.

Commission executive director Tom Collins has said the rule simply changes existing guidelines to clarify that reporting is required.

The Legislature adopted new political committee definitions this year that could allow some groups to avoid reporting.var
