Tom Horne will pay $10,000 out of his own pocket to end an investigation into whether he illegally used staffers at the Attorney General's Office in his reelection campaign.

Minutes before the meeting to discuss Clean Election director Tom Collins’ recommendation to fully investigate Forese and Little, their attorney, Lee Miller, proposed a settlement that would halt the investigation if each pays a $1,000 fine.

The Citizens Clean Elections Commission voted o find that there was reason to believe Superindent of Public Instruction John Huppenthal violated the law by using state resources for campaigning. At the same time, the commission voted to enter into penalty settlement discussion with Huppenthal. The terms of the penalties will be reviewed at the next meeting of the commission.

With the general election set for Nov. 4, early voting is now underway in Arizona. To help educate voters before they cast their ballots, the Arizona Citizens Clean Elections Commission has mailed a Voter Education Guide to all Arizona households with a registered voter. Approximately 1.8 million pamphlets have been distributed statewide.
