Arizona teachers continue to leave profession despite pay raise


Arizona schools started this year with more vacancies than last year as more teachers chose to leave the classroom.

A new report Thursday by the Arizona School Personnel Administrators Association found the 150 school districts and charter schools that responded to this year’s survey said they found themselves with nearly 6,950 positions to be filled. That compares with fewer than 6,230 last year.

The good news, if you will, is that four weeks into the school year just one out of every five of those vacancies remained to be filed. Last year at this time the number was one in four.

But Justin Wing, past president of the association who put the report together, said that doesn’t mean schools were able to find more certified teachers.

He said districts have made up much of the difference by putting people who do not meet standard teaching requirements in front of classrooms. That includes those who are in a teacher intern program and those who have emergency teaching certificates, people who lack any actual training in how to teach but have some professional background in the subject like math or physics.

Other slots were filled by those whose certification has not yet been approved, with the reporting schools saying they had hired 314 people from other countries through professional visas that allow them to work here.

Yet even with all that, schools still reported they still have 1,444 positions where there are just no teachers to be had.

The largest share of these vacancies are currently being “filled” with long-term substitutes. But schools also have gotten creative, forcing existing teachers to take on additional classes, putting more children into classes than districts determine is suitable, and creating multi-grade classrooms.

Complicating the problem, according to the report, is that 283 teachers who they were counting on already have resigned this year, with another 81 that didn’t even report to work on the first day of school. And 63 simply abandoned their jobs.

The number of positions that schools needed to fill actually fell between the beginning of the 2017 school year and 2018. Wing credited that to the 10 percent salary boost enacted by the Legislature in the wake of the Red for Ed movement and the teacher strike.

“One of the things that it did is it retained teachers for a few more years than it normally would have,” he said.

Wing said he saw that in the Washington Elementary School District where he works.

“I had teachers in May (2018) when that Red for Ed occurred rescind their retirement because this was the biggest raise they ever received in their career,” he said.

More to the point, Wing said, is that staying on an extra year with a 10 percent higher salary directly increased their retirement benefits which are based on the highest paid 36 consecutive months of their past 10 years of work history.

But many of those people delayed their retirement for just one year to get that pension boost. The result was that bump this year in positions that need to be filled.

The other half of the problem, said Wing, is that universities in Arizona are just not producing the number of graduates that they once did.

“The pipeline’s not coming in,” he said.

Wing said some of that may relate to pay, with teacher salaries here still below the national average even with the state in the middle of the plan to raise the average by 20 percent over 2016 levels by 2020.

Gov. Doug Ducey has sought to address at least part of the issue with the creation of the Arizona Teachers Academy that gives some education students free tuition.

 Gubernatorial press aide Patrick Ptak said 120 graduates of that program taught in public schools as part of an agreement for receiving a tuition waiver the prior year. And he said the new state budget adds $15 million to expand that program.

“With the new funding, the Teachers Academy is expected to grow to about 3,000 students,” he said.

Wing acknowledged the shortage of people wanting to go into teaching isn’t just an Arizona problem. He said that enrollment at colleges of education is lagging nationally, with the issue being not just overall salaries but also the belief by some that teachers are not respected.

    I have several friends that were teachers. The consistent complaint was not salary, but lack of support from parents, and especially lack of support from school administrators. Teachers are expected to keep classes on-task with no power to deal with disruptive students. When teachers have to resort to discipline, they are sometimes admonished by admin. They are told to do more; to be more effective, in handling students. In addition, parents overly-defend their children, claiming the teacher is picking on them. If admin would insist students behave properly in class, more teachers would stay.

    I am one. Don’t get me wrong, when it’s good, it’s great but when it’s bad, it’s awful. Some say “Referrals, referrals!” Other say, “Those don’t work! Trash them!!” It leaves us feeling powerless. Parents can be a bit much. Kids can be a bit much. Admin can try or not try. It depends…
    It’s an entire system that needs revamped. Right now, school is least productive. There is a fight among students almost every day. School is more of a circus now than a learning environment. We squeeze everyone into one room and try to force testing, content, unwritten social rules, then revert to the basics because these kids are not focused.

  3. I come from a family of public school teachers: my Mom, 4 Aunts, 5 cousins all were or are teachers. However, my Mom actively discouraged me from following her into teaching due to pay, difficult conditions, lack of support, etc. My son DID complete an education degree but the student teaching experience was so bad he never even looked for a position. 13 years later he went back but only because he has his Masters degree and a spouse who makes enough to make up for the low pay.

    Our governor and many in our state want private schools but that would simply mask the same issue and put another layer of entities between the public, who pay whether public or private, and the classroom. There are simply not enough in the pipeline to be teachers and I attribute most of that to the years of neglect and support, just as it is in my chosen profession, engineering.
    Administrators in both cases though that the real professionals actually doing the work are simply interchangeable and it’s easy to find someone new. In a recession that might actually work but now the folks who have good positions aren’t making any changes while everyone else are leaving and going where respect and pay are better. It is the classic free enterprise at work. No one should be surprised that teachers are going to better situations.

  4. I was a sp. ed teacher in Az. with a master’s degree. I finally left the state after thirteen years of teaching. My salary when I left was 45K. It’s a joke and is demeaning. The worst part were the administrators who were without a clue and were pretty horrible as people. I feel bad for those still there but if you stay you’re only fooling yourself. You will NEVER get a living wage. I moved back east and boosted my salary by 20K. And no, it’s not cheap to live in Az.

  5. I left my position during lunch and sped out the parking lot with only a few months to go.
    Large class sizes, no subs, split clases, no copy paper, lack of paras, no jainter which left me cleaning my own room. One day a student reported a gun in his backpack, and I was just told to have the student walk up to the office.
    I put the office ladies son outside, and the door holder failed to keep the door open so I was accused of leaving a student outside unattended. I can tell so many other stories, but hey what the heck.
    The school many times did not give me a chance to hear my side of the story, but gave the students that chance which was odd. RED FOR ED

  6. Pay raises???? Many school districts haven’t received anywhere near what was promised. My district is holding fast at 6% and it’s now 2020, so who is making sure that all teachers have received/will receive the 20% promised increase, no one as far as I can tell. Don’t even get me started on what my class is like on a day to day basis. Students hitting students everyday, all day long. Students hitting me and doing the same to administrative staff. How many times can I write up a disciplinary notice, talk to parents, have students picked up etc. and still there is no change in the students behavior. I cry, I cry for my well behaved students who sit there at their desks among all of the chaos trying to learn and this is Kindergarten!!! All of this and I can’t even afford to have a place to live for myself and my kids and have any other type of payment on top of that, such as an auto loan etc. I’m still stuck living with my parents, it shouldn’t be like this, I paid my dues, I have student loans and a bachelor degree and struggling everyday just to live.
