Cities Work, a nonpartisan consulting initiative from the Institute for Justice, a public interest law firm, quantifies the regulatory burden. Aspiring restaurant owners in Phoenix must fill out 10 forms, interact with seven agencies, complete seven in-person activities, and pay 11 fees totaling $4,546. Overall, the startup process involves 58 regulatory steps. Similar burdens exist for other business types. The good news is that public officials are starting to wake up and act.
