Put Arizona prisoners to work on cleaning duty

I toured some our neighborhoods recently, and you know what I saw?

Feral cats everywhere. Does no one in this town care that these animals are potential reservoirs of diseases like rabies that might affect our children?

I was stunned by seeing the vacant lots that were overgrown havens for snakes and other hidden perils, as well as dilapidated and abandoned buildings that do nothing to attract businesses or tourists to this city. I began thinking of those bone- idle prisoners in our local jails, and those housed in the two prisons that are locally situated.

Why, I wondered, are these men not being put to work catching these cats before some innocent child contracts rabies? Why are these men sitting on their hands, taking money from this community and yet giving nothing back in the form of labor? The 14th Amendment to the U.S. Constitution states that prisoners can be used as a free labor force, so why are these men not being sent into the neighborhoods to clear these vacant lots filled with brush and Kudzu? Why not have the prisoners tear down these abandoned eye-sores so that this city will appeal to new businesses that will bring much- needed jobs into Arizona?
